The county procurement process shall provide for equal access and opportunity, in
an open and competitive market environment, to all vendors without regard to factors
unrelated to the quality, cost, and availability of goods and services, or previous
vendor performance. Each procurement action is to be completed in accordance with
the best interests of the county, and with the highest level of integrity and fairness
to all involved throughout the acquisition cycle. Additional policies and procedures
to implement this purpose may be enacted by the board of county commissioners and/or
the county manager.
