§ 2-90.68. Creation; purposes; duties; membership; procedure.
The "Lake County Capital Facilities Advisory Committee" is hereby created.
(1)
Purpose. The Lake County Capital Facilities Advisory Committee is hereby created in order to review, evaluate, and make recommendations to the board on ways to fund transportation and educational infrastructure and facilities.
(2)
Duties. The Lake County Capital Facilities Committee shall have the following duties and obligations:
a.
Investigate alternative funding for capital facilities and equipment required by the county because of demands placed on capital facilities and equipment by new growth.
b.
Review impact fee revenues and expenditures of funds collected via impact fees to ensure local, state and federal funds relating to the provision of capital facilities and equipment are expended in the most cost effective and efficient manner.
c.
Annually review the impact fee provisions and make recommendations regarding the same to the board of county commissioners.
d.
Recommendations to the board shall be made by March 1 of each year in order to allow the board to budget for the following fiscal year, or made by such date as requested by the board.
(3)
Membership.
a.
Members of the Lake County Capital Facilities Committee shall be appointed by the board of county commissioners. The committee shall consist of eleven (11) members, as follows:
1.
One (1) member of the chamber of commerce.
2.
One (1) member who is an elected official and represents the League of Cities.
3.
One (1) member of the Home Builders Association.
4.
One (1) member of the Lake County Conservation Council or other organized environmental group if necessary.
5.
One (1) representative from the banking or finance industry.
6.
One (1) member consisting of an elected official, and an alternate elected official, from the Lake County School Board. The alternate member shall serve only in the absence of the primary member.
7.
One (1) representative from the agricultural industry.
8.
Four (4) citizens at-large.
b.
The term of office for each member shall be for two (2) years. In the event there is a vacancy, the member appointed to fill the vacancy shall serve out the remainder of the vacant term.
c.
Members may be removed from membership by the board at any time. Regular attendance at meetings is required.
d.
A current commissioner of the Lake County Board of County Commissioners shall serve as liaison to this committee in a non-voting position and shall not be considered a member of the committee.
(4)
Procedure.
a.
The members of the Lake County Capital Facilities Committee shall elect a chairman and vice-chairman for a term of one (1) year at its organizational meeting, and annually thereafter. The same person may be elected for successive one-year terms.
b.
The members of the Lake County Capital Facilities Committee may elect a secretary for a term of one (1) year. The same person may be elected for successive one-year terms.
c.
The Lake County Capital Facilities Committee may appoint subcommittees to perform specific duties provided for herein, subject to final approval and recommendation to the board of county commissioners. The subcommittees shall be subject to the same meeting requirements provided for in this section.
d.
The Lake County Capital Facilities Committee shall meet at least quarterly, or more often, as determined by the committee.

All meetings are public meetings and shall be held in a public place and shall be open to the public.
2.
The approval by the committee of its final recommendations must be made by affirmative vote of a majority of the membership present at a public hearing.
3.
All meetings shall be noticed and minutes recorded in accordance with Florida's Sunshine Law.
4.
Robert's Rules of Order, Newly Revised, shall be the final authority on all questions of parliamentary procedure.
5.
A quorum for conducting business shall be a majority of the members of the appointed committee.
6.
The county manager or designee shall serve as staff to the committee.
