§ 23-31. Franchise requirement.

Every commercial business in the County must have a contract with a Commercial Collection Service provider that has a franchise issued by County. Upon application, the Director is authorized to waive this requirement for commercial businesses that can demonstrate that such business generates a small amount of Solid Waste and that the business can properly and legally dispose of its Solid Waste.
