The provisions of this article shall be liberally construed such that its purpose
is effectively rendered in the interest of the health, safety and welfare of the citizens
and residents of Lake County. Likewise, said provisions shall be interpreted so as
not to conflict with, but be supplemental to, all applicable Lake County Codes, land
development regulations, and all other laws, rules, ordinances and regulations.
