The board of county commissioners of Lake County is authorized to levy a special tax
annually, not to exceed one (1) mill, upon the real and personal property in said
county, to be used and expended for the purpose of giving publicity to the advantages,
both for development and recreational purposes, and the facilities and productions
of said county, and to be used in the payment of all operating expenses and salaries,
including costs of equipment necessary to prepare and disseminate such publicity.
